A RESOLUTION urging the Legislature of the State of Kansas to support 2021 Senate Bill No. 76, or
similar legislation, during the 2022 regular session to provide property tax relief for certain
senior citizens and allow these individuals to maintain their standard of living amidst
continually rising property taxes.

WHEREAS, Many senior citizens live on fixed incomes, a significant portion of which go to
property tax payments, which as a direct result diminishes their purchasing power; and

WHEREAS, Every time property taxes increase, many senior citizens are forced to make
difficult lifestyle choices related to budgeting for food, clothing and healthcare, among others; and

WHEREAS, In the 2021 regular session of the Kansas Legislature, Senate Bill No. 76, which
aimed to establish the Golden Years Homestead Property Tax Freeze Act, was considered by a
legislative committee but was not passed; and

WHEREAS, The Golden Years Homestead Property Tax Freeze Act would provide property tax
refunds based on increased property tax assessments paid on qualifying residential homestead property
equivalent to the amount of property tax increase over a base year to eligible persons 65 years of age or
older or disabled veterans, as defined by the act, who own their homestead and whose household
income is $50,000 or less; and

WHEREAS, The Golden Years Homestead Property Tax Freeze Act property tax refunds would
be paid by the State of Kansas and would not reduce the amount of property tax revenue received by
local units of government; and

WHEREAS, Freezing property taxes for qualifying senior citizens would allow these
individuals to adequately plan and budget while living on fixed incomes; and

WHEREAS, Providing property tax relief would allow more senior citizens to afford to live in
their homes, which would be of greater benefit to society: Now, therefore,

Be it resolved by the Silver Haired Legislature of the State of Kansas: That we urge the
Legislature of the State of Kansas to support 2021 Senate Bill No. 76, or similar legislation, to provide
property tax relief for qualifying senior citizens, as continually increasing property taxes adversely
affect senior citizens, many of whom are unable to afford increased taxes.
